Prix IAPC pour la gestion innovatrice

Eh bien nous avons finalement lu les plus de 80 présentations que nous avons reçu cette année le Prix de gestion innovatrice commondité par IBM Canada et KPMG. Neuf finalistes ont été sélectionnés et ils feront des présentations au jury de sélection au début de juillet, à Toronto.

Comme vous le savez le thème de cette année est la collaboration. Il y avait de nombreux soumissions valables, mais nous avons dû faire un choix pour sélectionner les finalistes. Inutile de dire que les choix ont été difficiles à faire étant donné le calibre des plus de 80 soumissions.
Et les finalistes sont:

Innovative Management Award - Finalists

Well we finally made it through the over 80 submissions that we received for this year Innovative Management Award co-sponsored by IBM Canada and KPMG.  Nine finalists were selected and they will be making presentations to the selection jury in early July in Toronto.

As you may recall the theme for this year's award is collaboration. There were many worthy submissions but we had to make a choice to decide on the finalists.  Needless to say that the choices were difficult to make given the calibre of the over 80 submissions.

And the finalists are:

Innovative Management Award - More

A few days ago I blogged about IPAC's Innovative Management Award.  Well the application deadline has arrived along with almost 100 submissions!  I am now plowing my way through a number of these submissions and I can tell that it will be a very difficult job to come up with a handful of finalists from the amazing examples of collaboration that I have read about so far. These are such great examples of how governments right across Canada are engaging in collaboration to develop better policies and programs.  The collaborations include multiple ministries/departments within a jurisdiction, collaboration with other orders of government - federal, provincial, municipal and aboriginal, collaboration with the private sector, collaboration with NGO's and community groups, collaboration with citizens and collaboration with other countries.  WOW!!!

I am not sure how I will triage all these submissions, but one thing I can attest to is that citizens should be proud of the public service in Canada for engaging in innovative and collaborative approaches to program & policy development and implementation.  Stay tuned for the list of the finalists shortly (have to have it shortly as the awards jury meets in early July to hear from the finalists and award the Gold, Silver & Bronze).

Innovative Management Award

In 1990, IPAC established "The IPAC Award for Innovative Management" to recognize the exceptional management within the public sector of Canada. Each year a new theme is chosen by the IPAC Board of Directors and our sponsors - IBM Canada and KPMG. In those 20 years we have been privileged to see many extraordinary examples of innovation at its best from right across the full spectrum of the public sector in Canada. On the IPAC website we have a database of all the winners and finalists through all these years.

In many years IPAC receives 100 submissions from across the country. These 100 submissions are whittled down to a group of finalists who are invited to present their innovative management submission to a jury composed of distinguished public servants. The top three finalists are then invited to make presentations at the IPAC Annual Conference and winners are announced.

This years theme is "Collaboration at Work".

Governments in Canada and around the world face complex problems that reach across ministerial mandates, regulatory purview and jurisdictions, and affect citizens and stakeholders in predictable and unintended ways. While resources are increasingly limited, citizens expect governments to work together to tackle "wicked problems."

Collaboration is needed within an entire governmental enterprise or public organization, with other governments, the broader public sector, NGOs and with citizens. Natural disasters or flu epidemics, adapting to and mitigating climate change, dealing with the impacts of a global recession, caring for the most vulnerable members of our society, or helping other countries develop their institutions and public services: one single government entity, acting alone, cannot achieve the results that our citizens expect.

We demand that governments act in concert with actors from business, civil society as well as with citizens, and work effectively with other orders of government to achieve the best outcomes. We require that this cooperative approach be cost effective, swift, innovative and transparent. We also expect public sector values to be respected.

For 2010, the Innovative Management Awards will recognize governmental/public sector organizations that have shown new and innovative ways of cutting across bureaucratic boundaries and silos to address the complex issues facing society.

The deadline to submit your application is June 7, 2010.  Go to the Innovative Management section of the IPAC website to fill in the application form.

IPAC Leadership Conference

On November 5th and 6th, IPAC will be holding its 5th annual Leadership Conference at the Pantages Hotel in Toronto. The theme of the conference this year is Stepping Up to the Plate: Your A-Team in Action.

The theme, topics and conference format are designed help public servants to create and sustain an A-team. Today's leaders must understand the importance of shared leadership. Leaders must focus on the diverse talents required and available to deliver on the organization's vision.

The topics and format for the conferences are designed to build capacity to:

1) Identify and develop the talent required for today and tomorrow
2) Create the synergy: utilize the strengths of each team member
3) Develop collaborative relationships with multiple and diverse stakeholders
4) Motivate and inspire people and align the organization, its strategy, goals and values;
5) Empower and create accountability with individuals and teams.

In addition to the two day conference, on the evening of November 5th, we will be holding the 2nd annual IPAC/Deloitte Public Sector Leadership Awards Gala Dinner. At this dinner, the winners of this year leadership awards will be unveiled in an "Oscar like" evening full of suspense, entertainment (I might wear my mask & cape at the Pantages), and excitement. Don't miss this year's Gala Dinner - it is going to be a great evening.

IPAC/Deloitte Leadership Awards Jury - Day 1

Well we had quite a day today. But first a little about the reception last night for all the finalists in the IPAC/Deloitte Public Sector Leadership Awards. The reception was held on Monday night in the Martini Bar of the Pantages Hotel (and no I did not wear my mask & cape!). It was a great evening and I had a wonderful time meeting the finalists and invited guests.

Today the jury had the pleasure of listening to the 9 finalists in the Federal/Provincial/Territorial category. All the finalists wonderfully put forward their case and explained to the jury what they have accomplished and how they accomplished it. I really can't say anymore or else I risk spilling the beans! The Gold, Silver and Bronze recipients will be announced at the Gala Awards Dinner on November 5, 2009 as part of the 5th annual IPAC Leadership Conference being held on November 5 & 6 at the Pantages Hotel in Toronto.

Special thanks to Rob Fowler, Deputy Minister, Executive Council of Nova Scotia for chairing today's jury.

Tomorrow the juries will meet with the finalists in all the other categories: Municipal; Health Care; Education; and Not-for-profit.

Innovative Management Reception

Well, I'm just back from the reception held for the 8 finalists of the IPAC Innovative Management Award co-sponsored by IBM Canada and KPMG. The reception was held at the Intercontinental Hotel in Toronto (where the finalists will be presenting to the jury tomorrow). It was a great reception - good conversation, fine wine and some finger foods.

I had an opportunity to address the 50 or so guests as did Kim Devooght from IBM and Richard Harris from KPMG. Quite a number of senior folks from the Government of Ontario, including Shelly Jamieson attended the reception.

As I mentioned in my previous post we received over 90 submissions, which underscores the innovative nature of governments right across Canada. It is important that we continue to celebrate public service in Canada and tell the public our success stories. This is the purpose of these awards and the other awards that IPAC runs.

Vanier Medal 2008/ Médaille Vanier 2008

On April 20, 2009 at the Supreme Court of Canada, the Chief Justice of the Supreme Court presented to Margaret Bloodworth the Vanier Medal. The award is handed out by the Institute of Public Administration of Canada to recognize an individual who has distinguished themselves throughout their career and contributed to public service in Canada. Margaret served as Deputy Minister in the Government of Canada. Here is a photo montage of the ceremony.

Back after a long delay

It's been a long time since I last blogged. I have been finishing an Executive program which has kept me very busy.....

Well that program is all done & I now have some spare time to blog once again. I will be attending the Lac Carling conference at Niagara on the Lake on Sunday till Tuesday and I will blog from there and will let you know what is happening at the conference.

IPAC has a number of new and exciting events coming up. Some are already on our site - for example the Mastering Employee Engagement & Organizational Change Conference on June 23rd and 24th. Other very special events and activities will be announced in the next week or so...stay tuned.

In the next number of weeks I will be attending a couple of conferences overseas and will blog from there as well as resume some video blogs.

Another Great Day at 2007 IPAC Annual Meeting

Today got off to an energizing start with a New Professionals Breakfast at 7:00 am. Yes, you read that right - 7:00 am. The session was organized by New Professionals and provided them an opportunity to meet and discuss issues with senior public servants, otherwise known as "experienced" public servants. The session was a two-way learning experience and there was lots of discussion on key questions such as how does one acquire political acumen, how do you deal with requests from on-high that don't really make sense, and what is the best piece of advice that someone gave you as you progressed in your career.

We then moved on to the Opening Remarks from the illustrious MC (me!) who tried his best to recap the previous day's activities and then introduced the 2 keynote speakers for the first plenary sessions on "Service Delivery in a Networked Public Sector". The delegates heard from Alan Latourelle, CEO of Parks Canada and Beth Bell, partner IBM Global Business Services. The presentation by Beth was quite interesting as it addressed IBM's own transformation and how they applied those experiences to their advisory services including for Service Canada and Service BC.

The concurrent sessions on public service delivery were all well attended. The adjudicated paper session on Horizontal Policy was so well attended that the session had to be moved to bigger meeting room.

The keynote speaker in the afternoon, Chief Ovide Mercredi spoke with passion about the issues that affect the aboriginal community and the way that successive governments have ignored the promises made in signed treaties. The afternoon concurrent sessions on challenges and opportunities in a networked age were also very well attended.

The presentations of the finalists for the 2007 IPAC Award for Innovative Management featured 3 incredibly innovative and creative initiatives. The theme for this year's award is "New Service Breakthroughs with Technology". The award is co-sponsored by KPMG and IBM, Canada. The 3 finalists are LearnNow BC, from BC Education, the Provincial Wait Times Information Systems fronm Cancer Care Ontario and the Nunavut Community Skills Information System from Nunavut Education. You can read the backgrounders on the finalists on our website. The Gold, Silver and Bronze award winners will be announced at the Wednesday Luncheon.

The highlight of the day was the President's reception and Banquet. We were honoured to have the Lt. Governor of Manitoba, the Honourable John Harvard and Her Honour Lenore Berscheid attend the Banquet. Other distinguished guests included Paul Vogt, Manitoba's top civil servant, Howard Pawley, former Premier of Manitoba and Lloyd Axworthy, President of the University of Winnipeg. The meal was extraordinary!! After the meal, the awards part of the evening began with the Parenteau award for the best French language article in CPA in 2006 go to Lise Prefontaine and the Hodgetts award for the best English language article in CPA in 2006 going to Ian Clark and David Trick.

Carol Layton then announced that our highest award, the Vanier Medal was awarded to the late Joe Galimberti. Carol Galimberti and Tony Galimberti received the award on behalf of her husband and his father.

The formal part of the evening continued with a speech by Carol Layton on her last year and an introduction of IPAC's new president, Louis Borgeat. Louis then had the opportunity to toast Carol and to highlight his priorities for the next year. Look for an article by Louis in October's issue of PSM.

Once again, the Manitoba organizing committee went above and beyond the call of duty. It was another fantastic day of thought provoking presentations, discussions and networking. Kudos to Manitoba!!

It's close to 1:00 am now and as don't seem to have as much energy as I did when I was younger it is time for me to sign-off. Don't miss my final post on Wednesday night/early Thursday on the last day of the conference.

Making Connections

The first full day of the 2007 IPAC National Conference started today. The day got off to a good start when the MC called the meeting to order. Since I am the MC for this conference, I guess I am rating my own performance here. The distinguished guests at the opening session were piped in by a bag-piper. The 560 delegates heard welcome messages from Dr. Lloyd Axworthy, Honourary Chair of the Conference; Carol Layton, IPAC President; Vic Toews, President of the Treasury Board, Government of Canada; Greg Selinger, Minister of Finance, Government of Manitoba; Annita Stenning, CAO, City of Winnipeg; and Jules Lavallee, Conference Elder. I had the opportunity of introducing each of the special guests who were seated on comfortable armchairs on the stage. As there was no chair for me, I got my workout by climbing onto the raised platform to introduce each guest. Felt a little like a pop-up doll.

The conference then heard from Bill Eggers of Deloitte who spoke about public service in a networked aged. Essentially he spoke about the need for collaborative government. Part of his talk on how Proctor & Gamble are leveraging ideas reminded me of Don Tapscott's book entitled Wikinomics. He also spoke about engaging front line people and citizens to obtain solutions to issues rather than using one or two experts. This reminded me of the Open Space concept. The key for governments in the future is how to use the new web technology and other tools to engage stakeholders and citizens in policy development. I think that we have a long way to go in most Canadian jurisdictions in opening up the policy development process.

The 5 concurrent sessions on Governance Models were well attended. I dropped by the one on P3's but is was overflowing so I went to the adjudicated paper session which turned out to be very interesting.

Over lunch, the Group Excellence award was handed out to the Nova Scotia Regional Group and the Pierre de Celles teaching award was presented to Paul Thomas. Dr. Axworthy then spoke about the need for public servants to globally engage in issues.

In the evening, delegates attended the "It's a Prairie Party" at the Centre Culturel Franco-Manibotain. We had a wide varity of food - Ukrainian, Oriental, Italian, Aboriginal & a dessert buffet. We were also entertained by the Walking Wolf Singers and Dancers, which included a hoop dancer. WOW!! I couldn't fit into the hoop, never mind his performance. The Romanetz Ukrainian Dance Ensemble performed a number of Ukrainian dances that were also quite an aerobic workout. The Asham Stompers performed some traditional Metis jigs, reels and square dances. The youngest member, 7 year old Michael, brought the delegates to their feet with his incredible dancing. Words cannot do his dance justice. The last group were the Fubuki Daiko Japanese drum and flute group. After the show, delegates who still had stamina were dancing up a storm. They are probably still dancing as I write this entry.

Overall it was an incredible first full day of the Conference. The feedback from all has been overwhelmingly positive. The Manitoba organizing group has done a tremendous job and the MC was fantastic!!
